Ronald G. Forsythe, Jr, PhD

Interim President

Dr. Forsythe has an extensive background in management, resource development, and innovation. As Interim President, Dr. Forsythe oversees the state and federal contracts supporting External Quality Review, Utilization Management, QIN-QIO, and Disability related programs.

Dr. Forsythe is also the Chief Executive Officer of Delmarva Foundation's parent company, Quality Health Strategies. In that role, he provides leadership for the shared services that the company delivers to its affiliated organizations-Finance; Information Technology; Contract and Corporate Compliance; and Facilities.

Prior to joining QHS, Dr. Forsythe served as the Vice President for Technology and Commercialization at the University of Maryland Eastern Shore. In this capacity, he made substantial contributions towards raising the profile of the organization as a regional economic powerhouse. His support for new innovations in health care, aerospace, renewable energy, unmanned aerial systems, and sustainable agriculture spurred unprecedented regional high-tech business development and job creation.

Dr. Forsythe earned his Bachelor of Chemical Engineering degree from the University of Delware and earned both his masters and doctoral degrees in Chemical Engineering from the University of Maryland.

Robert J. Foley

Senior Vice President, Disabilities and Aging Contracts

As Senior Vice President of Disabilities and Aging, Mr. Foley provides leadership to the Florida Statewide Quality Assurance Program(FSQAP) operations, our initial contract pertaining to the quality of services offered to individuals with developmental disabilities on the Disabilities and Aging and Family and Supoorted Living Home and Community-Based Medicaid Waivers. Mr. Foley also has oversight of the operations of Delmarva Foundation's QA program in Georgia, which incorporate person-centered and provider reviews into the statewide quality management systems.

From 1993 through 2001, Mr. Foley served as Project Administrator of Support Coordination with Gulf Coast Community Care in Tampa, Florida. His responsibilities included: liaisons with Florida funders, legislators, and providers; budget management; and employee recruitment, training, and development.

Mr. Foley served on intra-agency committees, and was a general advocate for individuals with developmental disabilities. He served as a board member, legislative liaison, and President of the Florida Association of Support Coordinators. He has also managed group homes and served as the director of a supported employment program in Maryland.

Roxanne L. Rodgers, MBA, RN, PMP, CSSGB

Senior Vice President, Operations

As a Senior Vice President, Ms. Rodgers is responsible for providing leadership and oversight of the company's utilization management, quality improvement, and external quality review programs for Medicare and Medicaid. This includes business development, budget management, employee oversight, and asssuring customer satisfaction across all business lines. Additionally, she oversees the quality management system program, is responsible for sustaining the corporate ISO certification, and URAC accreditation.

Her career with Delmarva Foundation includes more than 26 years working in numerous positions as the Corporate Quality Officer, Vice President for Data Integrity, Special Projects Leader, and other supervisory roles. Mrs. Rodger's background in project management, organizational skills, quality improvement, stakeholder engagement, clinical nursing experience, and ongoing focus on quality of health care delivery are attributes in this leadership role. Prior to joining Delmarva Foundation, her managerial and clinical experience included almost 20 years in the acute medical, pediatric, cardiac, renal, and skilled nursing settings.

Ms. Rodgers earned her Masters and Bachelors in Business Administration degrees from the University of Management and Technology. She is a Registered Nurse and a graduate of Grace Hospital School of Nursing in Richmond, Virginia. Ms. Rodgers is a nationally Certified Project Management Professional(PMP) from the Project Management Institute, a certified Six Sigma Greenbelt(CSSGB) and a member of American Society for Quality(ASQ) and American National Standards Institute(ANSI).

Bonnie Horvath, MHSA, FACHE, CSSGB

Director, Healthcare Quality and Patient Safety

Ms. Horvath joined Delmarva Foundation in 2006.  She is currently the State Director for the Atlantic Quality Improvement Network – District of Columbia.   In previous roles, she has designed, executed and operated multiple collaboratives including the Maryland Patient Safety Center Perinatal, Neonatal and Hand Hygiene Collaboratives and the national CDC Hemodialysis BSI Prevention Collaborative.

Prior to Delmarva, Ms. Horvath served as Director, Network Integration for the Northeast Cluster of the National Health Disparities Diabetes Collaborative initiative of the Bureau of Primary Health Care, Health Resources and Services Administration where she supported 42 multi-site community health center organizations to implement the Chronic Care Model.  Ms. Horvath has over twenty-five years experience teaching quality improvement principles and methods and leading/facilitating improvement initiatives. She has held multiple Performance Improvement/Quality Improvement Director positions. Ms. Horvath is a Fellow in the American College of Healthcare Executives and a Certified Six Sigma Greenbelt.
